計畫摘要

菲國與我國南方海域相鄰，對於由南方而來之天氣系統如颱風、西南氣流等，可提供相當多元的天氣資訊供中央氣象局參考，對於擴充我國對巴士海峽附近海面上颱風與災害性天氣系統之監測能力，有非常重要之應用價值。另一方面，臺灣與菲律賓同受颱風之影響，兩地平均每年受大約10個颱風侵襲，造成很嚴重的災害。若雙方加強合作，共同分享彼此的觀測資料與預報資訊，可望能提升臺菲雙方對颱風之監測以及颱風降雨、暴風、大浪和暴潮之預報能力，以減少颱風災害。本計畫之目的即基於此，期透過中央氣象局與菲律賓大氣地球物理和天文服務管理局(PAGASA)之合作，以及雙邊大學教授的參與，加強觀測資料之應用、數值天氣預報模式之發展以及增進對颱風移動及結構與強度變化之了解，提升兩作業單位對颱風監測預報能力。除此之外，豪大雨造成的山崩及土石流也是雙方關心的議題，因此加強山區降雨估計和預報技術作為土石流早期預警的重要參考，也是本計畫重點項目。同時本計畫也針對短期氣候對於劇烈天氣之影響，進行相關研究，也將在本計畫中進行。

   With averaged more than 20 typhoons (tropical cyclones. TC) affect Taiwan and Philippines each year, typhoons produce the most damage loss both in Taiwan and in Philippines among all weather systems. Meteorological agencies and academic communities in Taiwan-Philippine has performed a international collaborative research project, MOST-DOST VOTE collaborative grand research project on “Improvement of forecast capability on weather, marine meteorology and short-range climate” since 2016, and some of the accomplishments has been reported in a special issue, Taiwan-Philippine VOTE-Meteorology project: Typhoon study and related natural hazard, of the journal of Terrestrial, Atmospheric and Oceanic Sciences. The subjects cover the components of analysis and modeling systems for TC prediction operation in the two meteorological agencies including 1) Development of application products of typhoon monitoring by using radar observations、2) Improvement of data assimilation and numerical prediction system、3) Enhancement of the objective forecast guidance and operational support systems for tropical cyclones、4) Improvement of wave prediction system、5) Radar data application and high-resolution Quantitative Precipitation Forecast (QPF) for complex terrain、6) Sub-seasonal to Seasonal (S2S) prediction of tropical cyclone rainfall (TCR) and rainfall extremes and 7) Sub-seasonal to Seasonal (S2S) prediction of tropical cyclones. The major purpose is to improve forecast capability on severe climate systems in which Taiwan and the Philippines suffer frequently via enhancement of data analysis and numerical method improvement.

• 子計畫1A：Development of application products of typhoon monitoring by using radar observations
