計畫摘要

　　菲律賓和臺灣常受類似劇烈天氣(例如颱風及季風豪雨)的影響，造成重大災害和損失，因此雙方氣象學界、臺灣中央氣象局(CWB)及菲律賓氣象局(PAGASA)於2016年起展開臺菲火山海洋颱風地震(VOTE)雙邊協議下關於氣象領域的合作研究計畫，藉以提升兩國災害天氣的監測與預測能力。在VOTE前兩期計畫（2016-2023）中，雙方從氣象雷達資料交換處理、數值預報技術、及颱風和海象預報作業等方面至人員培訓，皆有密切交流及豐碩的合作成果，這包含多次雙邊合作會議、CWB協助菲國PAGASA建置颱風警報系統和颱風威脅潛勢預報系統，尤其在COVID-19大流行期間，我們仍然參加2022年線上亞洲大洋洲地球學會(AOGS)年會，共同提案“影響台灣和菲律賓的颱風和氣候的監測、分析和預測”的特別會議、以及舉行多次線上面對面的合作夥伴會議，並在2021年出版 TAO 期刊特刊上發表成果論文 9 篇。

　　臺菲VOTE III (2024-2026) 氣象領域計畫期望在之前2期計畫基礎上，持續透過雙邊氣象學界(臺方除了本校[台灣大學]外，包含中央氣象局之預報中心、科技中心、資訊中心、衛星中心、海洋氣象中心，以及其他大學中央大學、師範大學及文化大學的參與)等作業學術機構之合作，加強觀測資料應用、數值天氣預報模式發展及增進對颱風及劇烈天氣結構與強度變化之分析，提升臺菲雙方對颱風及災害天氣之無縫監測預報能力。整體計畫分成4個子計畫執行：

Project 1A: Upscaling of Typhoon Forecast Support Systems for Efficient Operations 

Project 1B: Optimization of Wave Prediction Operational System 

2. Research to Application on Radar Product and Numerical Weather Prediction

Project 2A: Radar Product Application for Heavy Rainfall Monitoring

Project 2B: Improvement of PAGASA Regional Data Assimilation and Modeling System

3. Sub-seasonal to Seasonal Climate Prediction Application

4. Project Landslide Investigations on Geohazards for Timely Advisories in the Philippines (LIGTAS)

執行過程將透由技術培訓以強化 PAGASA人員之作業能力，及共同發表研究成果論文，落實菲國氣象科技發展與進一步鞏固臺菲氣象合作關係。
